Parking Rules

Image of Officer Issuing a Parking TicketMost citations issued are a result of false information given by peers, assumptions and/or failing to fully read and understand the signs we have posted at the entrance to all of our lots. At any point if you have a questions regarding our signs, please do not hesitate to call our office. This small precaution can prevent citations.

Contrary to popular belief, our department could not fill a treasure chest with cash from issuing citations. In actuality, NC General Statutes require that we can only retain 20% while the rest goes back to the state. So why do we still issue them?  We issue them for the same reason why we have a police force, to prevent chaos! Parking is enforced so that those who pay to park in a designated area will have ample opportunity to park. It is also to allow room for safety vehicles, and to comply with ADA accommodations.

 

 


Places You Cannot Park

  1. Reserved Spaces – must have registered and paid for a RESERVED space.
  2. Chancellor Spaces – must be registered as CHANCELLOR.
  3. Handicapped Spaces – must have registered for MEDICAL ADA parking, have a valid Placard, and have an active, registered vehicle in the ECU parking system for that zone.
  4. Fire Zones – NO ONE IS TO EVER PARK IN THESE AREAS FOR ANY REASON.
  5. No Parking Zones (Any area as indicated by signs that specifically state “No Parking”. Additionally, any area that is not specifically between two white lines in a valid zone is a No Parking Area – i.e. curbs, etc.) – NO ONE IS TO EVER PARK IN THESE AREAS FOR ANY REASON.
  6. Overnight in Commuter Spaces – Overnight parking is not permitted with a C Zone permit.

Plate to Permit Authorization is Not Transferable

If you are leaving ECU or no longer need to park on campus, notify our office to see if you are eligible for a refund.  Refund amounts depend on when the Plate to Permit registration is discontinued. Refunds are not available for annual fees after Jan 15.

At no time are you authorized to sell or give a permit/parking privileges to an unrelated vehicle or individual, or fraudulently register an unrelated vehicle.

Prevention Tips:

Complete your vehicle registration and pay for your parking zone.

You cannot park a vehicle on campus without being registered and paid, even after the main times posted on the signs.  Once you have completed the Plate to Permit process, make sure you are thoroughly familiar with the restrictions for parking in your designated zone.  If unsure, call us!  Only vehicles registered with payment made to ECU Parking are authorized to park on campus.  Do not purchase a permit from anyone else.


Look for Signs.

Keep a look out for the main signs posted at the entrance to all lots as well as other signs posted around campus.  Thoroughly read them.  Do not just glance at them, because you will miss other vital information posted on it!


Faculty/Staff and Students are NOT Visitors.

Faculty/staff and students are not allowed to use Departmental Guest Permits or park in areas marked for visitors.  This does not include pay by space stations.

Register All Vehicles.

Register all vehicles you plan on using. This will cover you when driving an alternate vehicle. Note: only 1 of your registered vehicles can park on campus at a time. If you and your spouse or child also park at ECU, you may not want to include each other’s license plates on your registration.


Do Not Park in Handicap Spaces.

Unless you have prior approval and credentials!! More information on ADA.


Park head-in.

License plate recognition technology requires a clear view of your license plate. If you wish to back-in or pull-through a parking space, you must have a front, state-issued plate or purchase a university-issued personal plate from ECU Parking. Complete this form to purchase.


Hazard Lights Do Not Allow You to Park Closer.

Putting on your hazard lights do not allow you to park in areas you don’t have a permit for.


If You Have Two or more Violations your Fine will be Higher.

Please note that if a vehicle is in violation of two or more violations, they will receive the violation of higher value.

Do Not Assume.

Call us if you are not 100% positive on anything regarding parking on campus.


If You Park at a Meter, You Must Pay and Keep it Active.

Be aware that spaces within our pay by space stations are open for everyone to use, with or without a permit.  Therefore, they must always be kept activated.  Plan to keep the space activated at least 15 minutes past the time you think you will return.  On the flip side, try to make sure you return at least 10-15 minutes prior to you time expiration just to make sure you are back before it expires.  Returning even 1 minute past can be the difference of a $15 ticket!

Also note that state vehicles are not exempt from this rule.


No Overnight Parking with C Zone Permit.

The C Zone parking lots are for “commuter” parking. Overnight parking is not allowed on campus with a C permit. Violators will be ticketed and potentially towed.
