Citations

If you received a parking citation at East Carolina University (ECU), you can resolve it by appealing or paying it. Guests can click here to appeal or pay using their ticket number and license plate—no login is required. Students and employees can access Pirate Port to appeal. Remember, ECU ordinances allow only four appeals per semester, whether approved or dismissed.
How to Appeal
Citations (that meet the criteria for appeal consideration) must be appealed within 10 business days of issuance before the window to appeal closes. Citations do not need to be paid in advance of filing your appeal. Appeal decisions typically take 2-3 business days and will be sent to your email address (if you do not have an email listed, a letter will be mailed). Please note that some appeals may take longer than 2-3 business days to resolve if we are experiencing higher-than-normal appeal volumes. If you disagree with the result of your appeal, you will have 10 business days to escalate the matter to the Citation Appeals Committee.
Appeal Committee
The Parking Citation Appeals Committee serves as a mediator between Parking and Transportation and individuals who dispute appeal decisions made by Parking and Transportation after meeting the criteria for appeal. Parking and Transportation allows appealing up to four citations received in an academic year. That does not mean they will be dismissed four times, nor does it mean that the appeal submitted will meet the criteria for a valid reason to be considered for appeal.
Committee members represent diverse areas of the campus community and contribute their perspectives. The committee members include:
- four faculty members appointed by the Faculty Senate
- two staff members appointed by the Staff Senate
- one staff or faculty member appointed by the Associate Vice Chancellor for Health Sciences
- one resident student appointed by the staff/faculty advisor of the Resident Hall
Association, and - one commuter student appointed by the staff/faculty advisor of the Student
Government Association.
You will be required to prepay a citation before requesting to have your appeal decision reviewed by the Appeals Committee. If the Committee rules in your favor, a refund will be processed based on the way in which you prepaid the citation.
- If you paid with a credit card online, a refund will be processed back onto the same card – usually within 2-3 business days. If you paid with a credit card in our office, you will need to bring that card back to our office for verification. The refund will then be processed back onto that card – usually within 2-3 business days.
- If you paid with cash or a check, you will need to come into our office and fill out a refund slip. Cash or check refunds can take anywhere from 5-10 business days to process. The refund request will then be routed to Accounts Payable to process. A check will be issued to the individual and may take 2 to 3 weeks to arrive in the mail.
The decision rendered by the Citation Appeals Committee is final.
How to Pay a Citation
Citations can be paid online through Pirateport if you are a student or employee. Payment can also be made online by following the directions on the back of the citation or in person at our office.
