Citations
If you received a parking citation at East Carolina University, you have two options to resolve the situation: (1) appeal the citation (through Pirate Port) or (2) pay the citation. If you are a guest to the University, you will need to create a guest account before submitting your appeal unless you have already previously created an account. Do not create more than one account. Please use the user id or password retrieval feature if you have forgotten your account information. If you are unable to appeal online please obtain a written appeal form within 10 business days, which you may acquire from one of our office locations.
How to Appeal
Citations (that meet the criteria for being valid for appeal consideration) will need to be appealed within 10 business days of the date they are issued before the window to appeal is closed. Citations do not need to be prepaid prior to filing your appeal. Appeal decisions typically take 2-3 business days and will be sent to your email address (if you do not have an email listed, a letter will be mailed). Please note that some appeals may take longer than 2-3 business days to resolve if we are experiencing higher than normal appeal volumes. If you do not agree with the result of your appeal, you will have 10 business days to escalate the matter to the Citation Appeals Committee.
Appeal Committee
The Parking Citation Appeals Committee serves as a mediator between Parking and Transportation and individuals that dispute appeal decisions made by Parking and Transportation after they have met criteria for appeal. Parking and Transportation affords the opportunity to appeal up to four citations received in an academic year. That does not mean that they will be dismissed four times nor does that mean that the appeal that is submitted will meet the criteria for a valid reason to be considered for appeal.
Committee members represent diverse areas of the campus community and contribute viewpoints from their perspective. The committee members include:
- four faculty members appointed by the Faculty Senate
- two staff members appointed by the Staff Senate
- one staff or faculty member appointed by the Associate Vice Chancellor for Health Sciences
- one student who lives on-campus appointed by the staff/faculty advisor of the Resident Hall
Association, and - one student who lives off-campus appointed by the staff/faculty advisor of the Student
Government Association.
You will be required to prepay a citation PRIOR to requesting to have your appeal decision reviewed by the Appeals Committee. If the Committee rules in your favor, a refund will be processed based on the way in which you prepaid the citation.
- If you paid with a credit card online, a refund will be processed back on to the same card – usually within 2-3 business days. If you paid with a credit card in our office, you will need to bring that card back in to our office for verification purposes, then the refund will be processed back on to that card – usually within 2-3 business days.
- If you paid with cash or check, you will need to come in to our office and fill out a refund slip. Cash or check refunds can take anywhere from 5-10 business days to process. The refund request will then be routed to Accounts Payable to process. A check will be issued to the individual and could take up to 2 to 3 weeks to receive in the mail.
The decision rendered by the Citation Appeals Committee is final.
How to Pay a Citation
Citations can be paid online through Pirateport, in person at one of our offices or sent through the mail by following the directions on the back of the citation. Citations payments can also be put in our drop box after business hours at our main campus location.
